Briefly, this because launchers or windowmenu-plugin have fixed size. The size of tasklist and window title plugins are set to "shrink" so they use the available space left.

xfwm4-titleless is based on xfwm4 master branch (currently shortly after 4.11.1). Only the first and the second version number follow the xfwm4 version numbing scheme.
