Pipeline is green but console shows error message

A terraform file in a PR had an error, but all checks were passed?! The console output shows an error message.

Made some quick fixes in the pipelines. Try to find some time to refactory them based on hashicorp github action.

Arrgh, the logs are gone. I had no problems with the pipeline within the last year.

@npalm You did some changes to the pipeline a year ago. Can we close this issue now?
