This was mentioned in @pmahnke's slides - should we update philosophy to encourage more reuse and sharing and central services?

Certainly worth updating project philosophy to reflect this, but also perhaps we can consider some concrete actions to help us consolidate?

Caleb and I for instance briefly discussed rebooting the vanilla-react component library, but with components that have fallen out of an actual project. Perhaps there are instances where we could be sharing those components between rbac and snapcraft.io's release UI etc.
