Replace RCTEventEmitter with RCTModernEventEmitter

Describe the Feature

The new architecture still relies on RCTEventEmitter which is deprecated and not ideal to use with new arch due to performance issues

Possible Implementations

Replace RCTEventEmitter with RCTModernEventEmitter. Even though RCTModernEventEmitter is deprecated as well, we will have to wait till meta provides a new api for it
