Status Page Subscriptions

It should be possible for people to subscribe to notifications, when the feature is enabled.

For this to be really good, visitors should be able to choose what notifications they want to receive. Incident updates, scheduled maintenance, component changes.

Once subscribed, you should be able to modify your settings and unsubscribe.

Any notifications set to the subscriber should include a signed URL that allows them to manage their subscription.
