Add CT Scans for all TCGA Pancan

Hi @fedorov! Hope you are well! We attempted linking IDC's CT Scans to cBioPortal by IFraming in the OHIF Viewer URL, see this example:

If you think that looks good we can merge this PR, which would add them for all TCGA studies. I have some docs in the PR on how we created the linkage: https://github.com/cBioPortal/datahub/pull/2015/files#diff-8ec8f55b8f133448018149398fb361d844ab7005861b61056d4cf2cc79481f96. If you'd like to see some IDC branding we can also figure out how to best do that - thanks!

@inodb nice, very inventive reuse of IDC viewer!

I do have a couple of suggestions:

• it would be good to include somewhere the URL to IDC - maybe on top instead of "CT Scan" you can say "CT scans - available from NCI Imaging Data Commons" ?
• you know that you can also access pathology slides from IDC, and could embed our viewer in the same fashion, right? https://viewer.imaging.datacommons.cancer.gov/slim/studies/2.25.156482344802344336389915623419328394725/series/1.3.6.1.4.1.5962.99.1.3189872874.1406212596.1639572445418.2.0
• for your instructions on data access, you can consider the recently introduced idc-index package that aims to simplify access to IDC data: https://github.com/ImagingDataCommons/idc-index

Also, did you know you can embed IDC viewer in the colab notebook output cell? You can see an example here: https://github.com/ImagingDataCommons/IDC-Tutorials/blob/master/notebooks/analysis/MedSAM_with_IDC.ipynb.

@rmadupuri I think in the meantime ok to merge this
