Do you need help with this PR? Considering I created this action: https://github.com/brokenpip3/setup-bats-libs it could be great if we can use the same path for the bats libraries.

@kenden bats itself is present in all the major distro: https://pkgs.org/search/?q=bats, If its' no updated in your distro I will suggest you to contact the maintainer for that package.

I can try to update my action https://github.com/brokenpip3/setup-bats-libs to also download the bats binary (with cache), not only the libs and move it under the bats-org umbrella. @martin-schulze-vireso thoughts?
