DOM reflow when switching between pages

When you switch between some gnomAD browser pages , there is a moment where the page content hasn't loaded yet and is there is no scroll bar. When the content does load, the scrollbar appears. This causes some flickering of page elements as they reposition, which is mildly unsatisfying. E.g. try switching from Home Page to Downloads page.

Solution could be to always display the scrollbar?
