Fix VEP consequence ranking

The ranking of VEP consequences in the browser does not match Ensembl's ranking.

Not sure why. The browser's ranking seems to have been that way since ranking was added (6e0c94b2e121950f0cbbff55485fe7ad3cf7a50d).
