Add raw quality metric histograms for gnomAD v3

gnomAD v3.1 has two versions of quality metrics histograms: one raw and one with low quality genotypes filtered out. Currently, only the latter is displayed in the browser.

Field names in Hail Table are qual_hists and raw_qual_hists.

The raw quality metric histograms will now be stored. Still need to add them to the API and browser.
