Apple Notification Center Service (ANCS)

The ANCS Bluetooth protocol permits smart watches and other equipments to receive a notification feed from iOS devices. This is a requirement to be able to receive notifications from the phone on Frame.

This can be further improved regarding battery life if #197 is implemented.
