Update, looking at the OSI mailing lists, it appears they intended to approve [the 2015 version](http://lists.opensource.org/pipermail/license-review_lists.opensource.org/2017-August/003070.html). The OSI approved flag should probably move to [W3C-20150513](https://spdx.org/licenses/W3C-20150513.html).
