upgrade version to 4.8

Upgraded the .net version to 4.8. No issues to build, debug & run on my side. App seams to be fully compatible with this upgrade

I don't want to update the framework version without a really good reason because it does reduce compatibility with older systems. 4.8 is not nearly as bad as 4.8.1 but still. Gotta have a good reason
