Add OSZX Secure DNS

Please note that it doesn't seem to support plain DNS query, and it does not directly provide its IP address.

So I didn't add its IP addresses I found (51.38.83.141, 2001:41d0:801:2000::d64).

As I know only json based query is supported here from this commend: https://github.com/blokadaorg/blokada/issues/836#issuecomment-790626521, you can verify that it supports json query by visiting this url: https://dns.oszx.co/dns-query?name=blokada.org&type=a&ct=application/dns-json
