How to Run frequency rule everyday 5am PST.

I want to have a frequency rule which runs everyday 5am PST. and looks for documents counts for last 24 hours. and if there are more than 1 documents it should send alerts.

I think it could be done by frequency rule. But How can I specify the scheduler to force it to run everyday 5am PST?
