BIP-21: Add Go Library

This PR adds a Go Library to parse and create BIP21.

Given the trend towards reducing BIPs to only listing the reference implementation rather than collecting an unmaintained list of other implementations, this PR may be closed. Will revisit after #1576 has gotten more discussion.
