Somehow other applications which have their own systray icons survive xfce4-panel restart. E.g. QuiteRSS is among them. Why?

It's a bug in VirtualBox. Report it to Oracle, not here: https://www.virtualbox.org/wiki/Bugtracker VirtualBox 7.x is currently considered beta quality software, so you may want to stick to 6.1.x instead.
