Webapp notification system

After a talk with @bastiao, we thought of a new idea for the webapp: an interactable and extensible notification system. A new button in the top bar would exhibit a list of messages, which would report task conclusions and eventually other features. Web plugins would be able to dispatch their own with the webcore-extended Dicoogle API.
