Web worker file support

Web workers are a cool feature (that we use in siteup to provide an ESM consumer API) that we should also support in siteup pages. They should support modules and be bundled/split with ESM to the extent that is possible.

They should remain an orthogonal file type, that clients can reference in a disconnected way.
