PROCESS: Update roadmap, prioritize features, organize governance.

• Prioritize features
• Establish a release cadence

Just wanted to leave a note that a regular cadence of something like 6 weeks for point releases would be really nice as there is a lot of new stuff coming down the pipeline for both kotlin and this project (esp w.r.t. plugins) and thus being able to depend on a new release coming soon for these features would be beneficial

We should keep cadence with the kotlin releases -- verification and release at the very least.

The cadence becoming regular and sufficiently frequent is absolutely part of it.
