Submit doesn't cancel previous runs on same CL

I thought that a newer run of the same CL would cancel any old runs, but it seems it doesn't work anymore: wAXS3DWNX3R

Perhaps caused by skipped mac os presubmit tests?

I think this concerns only our Google-internal presubmit trigger, so I've filed this in our internal bug tracker as b/142629249.
