Upgrade to Python 3.7

TensorFlow now supports Python 3.7 on all operating systems: https://github.com/tensorflow/tensorflow/releases/tag/v1.13.1

I think TF was the blocker for why we still had to keep Python on 3.6.

@meteorcloudy do you think we can try to upgrade Python to 3.7 now? 😊

It would help clean up our CI Python scripts.
