Check whether "noci" tag in Gerrit code is still needed

Gerrit code currently has disabled two test groups because of timeout on Bazel CI. See this CL: [2].

Can someone please verify, if Bildkite CI works now and we could remove those tests exlusion?

The revert in Gerrit project is here: [3], that was not merged yet.
