Update doc on BigInt

I was reading through the book and I found that it's been almost 1 or 2 years since the last substantial commit was done on this documentation on Number.

If I were to update the doc, I would add to things:

  1. Explanation on BigInt.
  2. Explanation on Numeric separators mainly designed for big integers.

Both are now stage-3 and about to be included in the standard. They are also already implemented in the latest versions of Chrome. Unsurprisingly these features are already implemented in Typescript from some while ago.
