is it possible to reduce the quality of the video which is mirrored in PC?

Can i set the values of bit rate and max size bellow 2000000 and 640 ? I want the lowest possible bit rate and max size. Is there any Command?

possible to have custom setting for size? The size needs to be lower to have better quality for slower devices with low bitrate
