python 3.7 and 3.8

Doesn't look as if this project has received much attention in a while.

It would be nice to include wheels for later versions of python that way those without VS and other required dependencies can simply install with pip.

I agree so much. Would love to use it on python 3.8, and sadly I can't...

Anyone with Windows, follow these steps before install:

choco install swig
choco install VisualCppBuildTools
