Add balenaRootCA to README config.json details and dashboard

The balenaRootCA config entry is now respected systemwide thanks to https://github.com/balena-os/meta-balena/pull/1969/commits/2218cb21d1fc813ac59c08b77046c5d014ad9a42

Mention it in the config.json and make it fleet configurable in configizer, which is currently like a staging area for config items pending to be added to the API.

We would prefer to expose this in the dashboard, via the supervisor, rather than deferring to configizer.
