Should the supervisor stop an app download if the device is switched to local mode?

Push an update to a device. Then while the app update is downloading, switch the device in local mode and try to do a push to the device. The push will fail because the supervisor will keep downloading the app update:

Retrying "Supervisor API (GET http://192.168.0.161:48484/ping)" after 2.0s (1 of 5) due to: Error: connect ECONNREFUSED 192.168.0.161:48484

I also ran into this the other day. I had to wipe the device to get it out of the state, actually, and let it finish downloading the images, before changing it to local mode.
