Unable to detect Raspberry Pi Camera v2.1 on CM4 + IO Board device

User is connecting a rpi cam v2.1 to CAM1 port on a IO board with compute module 4 board via FFC cable.

Installing the package vcgencmd via pip gives the following output: supported=0 detected=0.

With the exact same hardware but running RaspberryPi OS the camera is detectable.

I found https://www.raspberrypi.org/documentation/hardware/computemodule/cmio-camera.md which has some device tree changes for this camera and board.
