Fleet of rpi3a+ get stuck in a reboot loop

A user reported an issue with a fleet of rpi3a+ devices updating to their application's latest release, where the devices would get stuck in a reboot loop. Doing an intermediate empty release fixes the problem. We were able to reproduce the problem by adding a local well-powered device to it.

The user has confirmed that their device was reboot-looping until they pushed an empty Ubuntu image to it, at which point it updated to the new release successfully.

A very quick look at memory usage on our device during the download seemed to show it was running dangerously low on RAM (10MB), so presumably, that could be a/the issue. The user has tried disabling delta and can confirm that disabling delta updates completely relieved the reboot looping issue.
