Update networking documentation for chrony UDP ports

The documentation needs to be updated to be more specific about the UDP ports required for correct chrony operation.

Upon review I don't think that it is necessary to include information regarding the incoming UDP ports for chrony as it seems that this is normally handled transparently by stateful firewalls or routers using UDP hole punching (or similar technique).

I will update https://www.balena.io/docs/reference/OS/time/#networking-requirements to state that UDP port 123 only needs to be opened for outgoing connections.
