Refactor with Vue & parcel. Add offline toggle. Add latency dashboard. Add group renaming.

Many thanks for your pull request, it looks very good. However, your changes go far beyond the implementation of a feature or a bugfix. It is much more of an independent project, so I will not merge the PR. But I can link to your project in Snapcast, just as other frontends are already linked there.
After literally 3 years I must admit I had completely forgotten about this draft.
I still believe that a UI to fine-tune latency in real-time is seriously missing today. Would you accept incremental changes for that? Or do you consider Snapcast a maintenance-only project?
With Snapweb 0.7.0 you can fine tune in real time the latency for each client
