Simple linker for bugs

Please allow specify simple linker for bugs.

How it should works:

1. User specify in settings bug tracker URL: https://github.com/aziz/PlainTasks/issues/${0}
2. When user write in todo something like #128 and press Ctrl+Shift+U, plain todo will open https://github.com/aziz/PlainTasks/issues/128

And what if user would need to link different bug trackers?

I think we should just paste the url — simple, fast, portable, just works™:

👍 Please add this to TODO, I'd appreciate this feature too. Our bugtracker links are way too long.
