Tests fail that reference x64 and Moq 4.10.0.0

We use Moq. Nuget package v4.10.0.0. Some unit test projects fail with a "threw exception. System.IO.FileNotFoundException: Could not load file or assembly 'Moq, Version=4.10.0.0, Culture=neutral, PublicKeyToken=69f491c39445e920' or one of its dependencies. The system cannot find the file specified.." These tests pass when run under MSTest.
