Always Allow Openening External Report

When the tool first opens, only the tests and settings tabs are shown. If any test projects are found, then the "Open External Report" button is replaced with the projects. If a report has not been run yet, then it is impossible to open an external report without running a report first (which is not always possible).

One possible solution would be to always show the Report tab so that the "Import" button can be used.
