minor additions relating to ClusterCapacityProviderAssociations

Description of changes:

  • Add some extra cross-references to AWS::ECS::ClusterCapacityProviderAssociations.
  • Add a note about Service dependency, as per https://github.com/aws/containers-roadmap/issues/631#issuecomment-816354807

These additions in the docs would have saved me some time. Only thanks to the github comment mentioned above did I stay sane :-)
