DocDB / RDS: add DBCluster waiters for both available and deleted
Is your feature request related to a problem? Please describe. Like creating instances, creating/deleting clusters also takes time, and providing waiters for this functionality would be greatly appreciated. It's very likely these need to be requested internally from the respective teams if they can be added to the aws-models for this to work.
Describe the solution you'd like
Internally both DocDB and RDS team add smithy.waiters#waitable trait to the:
#DescribeDBClusters definition with the required information for both DBClusterAvailableWaiter and DBClusterDeletedWaiter to become possible, after which someone could kindly update these models and release a new version.
Describe alternatives you've considered Custom waiters is not sustainable long term, but is a workaround in the mean time.

I see this has been solved for RDS, for DocDB i'd love to see DBClusterAvailableWaiter, DBClusterDeletedWaiter, and possibly even DBClusterSnapshotAvailableWaiter get added.
