[Feature] Use Python Poetry for development

Would the team be open to use Python Poetry for development, like aws-sdk-pandas is doing?

Hey @bneijt , yes we're open to doing this. As such, I'm tagging this issue with help wanted if you (or someone else) would like to help us move to Poetry.
