The cdk-xxxxxxx-cfn-exec-role is created without permissions

After uploading bootstrap-template.yaml and tried to deploy, I got several errors with the deployment.

I realized that the cdk-xxxx-cfn-exec-role was created without any permissions and therefore it cannot deploy the stack

For example: ssm:GetParameters" sso:CreatePermissionSet sso:ListAccountAssignments
