Add support to use Lambda functions via Lambda ARNs

Some Lambda functions may already be installed in a customer's account. The customer should be able to specify the ARN and alias of those functions and skip the step of the provisioner building and creating the functions.

This should support Lambda function ARNs and CloudFormation ARNs with a logical ID
