feat: ListInstanceProfiles permission to IAM policy for Karpenter

What does this PR do?

Adds the permission iam:ListInstanceProfilesto the Karpenter IAM role, required for karpenter 1.7.0+: https://karpenter.sh/docs/upgrading/upgrade-guide/#upgrading-to-170
