Follow up from https://github.com/aws-amplify/amplify-backend/pull/1522#discussion_r1602260376 .

We should pick one of solutions discussed in that PR and cache SSM client.

If we choose global symbol then we should first address https://github.com/aws-amplify/amplify-backend/issues/1524 .
