Invest in parameterization strategy for amplify version in e2e tests

Motivated by this comment.

It would be nice to have a way to parameterize a manual run of our various e2e tests with a specific version of create-amplify, @aws-amplify/backend and @aws-amplify/backend-cli to use.

Preferable approach would be to have a workflow parameter that can be entered in the GH UI, but other approaches should also be considered and weighed.
