[CICD] possible race condition creating AppSync data sources in data construct

Description

Occasional failures that show Resource handler returned message: "No data source found named NONE_DS in CloudFormation logs. Seems to be a sporadic issue which would indicate this might be some sort of race condition in the data construct or missing CFN resource dependency.
