Add hooks before and after download grid on taxonomy/archive pages

As per our Slack discussion, It would be useful to have hooks before and after the download grid on taxonomy and archive pages. My own use-case is building AJAX filters for Easy Digital Downloads and wanting to make it easy to filter the products on these pages.

I propose we put them out with the conditional statement for continuity/congruency purposes.
