Consider migrating the "Cart Item Quantities" option to the Checkout settings section.

Justification or use case

Since this is (in theory) checkout related, I feel this setting should exist here instead of the "misc" section.

Just as a side note, It might be worth renaming this from "Cart Item Quantities" to "Enable Cart Quantities". Feel like this fits better with the other options.
