User-editable scopes

In the initial iteration of scopes, only the developer can configure the scopes in configuration files. We'd like to enable the users to add their own scopes from standard filters, dynamic filters, and at some point from custom queries if we'll expose an editor.

The users will be able to add/edit/delete scopes and configure their names, description and visibility (public/private).
