Question regarding curl reduction with constraints

I tried to run the curl reduction code with predefined constraints, but the curl could not be reduced much. I supposed the issue is that I provided too many constraints and all of them have the same and very high weight. In any case, I send an example code and data that allow for reproduction of this behavior.
