Disambiguate prefixed exponentiated unit labels

milli(inverse(bytes)) and inverse(milli(bytes)) both have a label mB^(-1), but they are different by a factor of 1 million.

Interestingly, mp-units doesn't have this problem, because they don't let you apply prefixes to units that aren't "named units": https://godbolt.org/z/51adTTbhz.
