Add GitHub Actions CI

Adds a GitHub actions workflow to compile Nginx with this module for both Windows and Linux. Auto-compiles on every commit, and also automatically compiles and adds assets to releases. (Just create an empty release and it'll compile and upload for you)

Requires #1564 to fix building on windows, which is included in this PR.
